What changes in tolls in 2025? Where does it increase and end?

In 2025, some tolls will be eliminated, but others will become more expensive. According to the Notícias ao Minuto, road concessionaire Brisa announced a 2.21% increase in 52 out of 93 toll rates of class 1, effective from January 2025.

The data on the new pricing plan was disclosed by Brisa, highlighting that the price updates are based on the homologous inflation rate (in the continent and without housing) of October, plus 0.1% stipulated by law as compensation for the limit decreed in 2023. In that year, toll increases were controlled to mitigate the impacts of high inflation.

According to Brisa, "there are cases of toll rates with a variation below average or even none," while in others "rates show a higher variation than average, due to not being updated in previous years."

Main increases: Porto, Algarve, and Spain

Among the routes most affected by the increases are:

  • A1 (Lisbon-Porto): Goes up by 70 cents, now costing 24.60 euros.
  • A2 (Lisbon-Algarve): Increase of 60 cents, to 23.30 euros;  
  • CREL: Rises by 15 cents, totaling 3.70 euros;  
  • A3 (Porto-Valença): Increase of 20 cents, to 9.95 euros; 
  • A2/A6 (Marateca-Caia): Increases by 35 cents, reaching 15.05 euros.
  • A5 (Lisbon-Cascais): Stays at 1.50 euros, while the Lisbon-Oeiras trip increases by 5 cents, going up to 0.40 euros.

End of tolls in some sections.

The Parliament approved in May, in general terms, the PS bill proposal to eliminate tolls on some former SCUTs, with votes in favor from PS, Chega, BE, PCP, Livre, and PAN.

Effective from January 1, 2025, the following sections are subject to the measure.

  • A4: Transmontana and Marão Tunnel.
  • A13 and A13-1: Interior Pine.
  • A22: Algarve.
  • A23: Interior Beira.
  • A24: North Interior.
  • A25: Coastal and Upper Beiras.
  • A28: Between Esposende and Antas, and between Neiva and Darque.

The proposal foresees the elimination of toll fees on highways in the Interior or on stretches where there are no alternative routes of quality and safety.

These changes mark an important step in access to road infrastructures in various regions of the country, promising to reduce costs for users and encourage mobility in the Interior.
