Toll rates on highways are expected to increase by 2.21% in 2025, based on October's inflation rate excluding housing, plus 0.1% as compensation to the concessionaires.

2025 brings toll fee increase

According to Notícias ao Minuto, data from the National Institute of Statistics (INE) indicates that tolls are expected to rise by about 2.21% in 2025.

The annual toll increase calculation follows the formula defined in decree-law n.º 294/97, which uses the harmonized inflation rate without housing in the mainland, referring to the last month. According to INE, the reference inflation rate was 2.11%.

To this value 0.1% is added, according to the 2022 agreement with the concessionaires to compensate for the limit imposed on toll increases, which would have been around 10% in 2023.

In 2022, non-housing inflation on the mainland exceeded 10%, leading the Government to negotiate with the concessionaires a limit of 4.9% for the 2023 increase. At the time, the then Minister of Infrastructure, Pedro Nuno Santos, explained that users bore 4.9% of the increase, with 2.8% supported by the State, and the remaining value up to 10.5% absorbed by the concessionaires.

As compensation, it was agreed that the concessionaires could add 0.1% to the annual increase over the following four years, in accordance with the concession contracts.

In 2024, tolls increased by over 2%, due to a 1.94% IPC in October 2023 on the mainland, excluding housing, plus an additional 0.1%.

In previous years, tolls increased by 1.83% in 2022, while in 2020 and 2021 remained unchanged due to a negative reference index.
